The Position

The Harrisonburg-Rockingham Regional Sewer Authority (HRRSA) is seeking an Executive Director to lead an organization known for providing exceptional wastewater treatment services, its fiscal stability, and its excellent personnel. The Executive Director is appointed by and serves at the pleasure of the Authority’s Board of Directors. This position is responsible for planning, organizing, directing, and managing all aspects of HRRSA’s operations, including finance and budget, wastewater treatment and collection system operations and maintenance, capital improvement, procurement, regulatory compliance, and human resources.

The Executive Director has the following direct reports: Maintenance Manager, Operations Manager, Environmental & Safety Manager, Office Manager, and a part-time Administrative Assistant. There is also one vacant position that is expected to assist the Executive Director with projects and asset management.

The current Executive Director is retiring after 12 years of service leading the Authority.

Experience and Education

Minimum requirements include any combination of education and experience equivalent to a bachelor’s degree in civil engineering, sanitary engineering, environmental engineering, or a closely related field, and at least five years of progressively responsible experience in wastewater, construction, or public utilities. Demonstrated knowledge of environmental permitting and compliance, budgeting, project management, and supervision/management of staff is also required.

Preferred qualifications include demonstrated experience in wastewater plant design, construction, operation, maintenance, and oversight of consulting engineers. In addition, long-term capital planning, financial management, intergovernmental relations, and experience with media are preferred. Registration as a Professional Engineer (PE) in the Commonwealth of Virginia and experience working with the Chesapeake Bay regulatory environment is preferred but not required.

Compensation

The expected hiring range is $120,000 – $150,000, depending on qualifications, with an excellent benefits package.
