It’s Finally Here!!

SRF is excited to announce the Solicitation opening 2024. Drinking water, wastewater and stormwater utilities are invited to seek SRF funding for lead service line replacement (LSLR), addressing emerging containments (EC) and other public water infrastructure needs. SRF offers extremely low interest rates as well as loan forgiveness to qualifying communities. Funds can be used to address compliance issues, new facilities, asset rehabilitation, green infrastructure, lead service line replacement, perfluoroalkyl and polyfluoroalkyl substances (PFAS) and other contaminants of emerging concern.

SRF Moves to the Grants Management System

NEW! Drinking Water (DW) and Clean Water (CW) SRF Questionnaires move to the TDEC’s Grants Management System (GMS)!  Paper or PDF copies of the Questionnaire will no longer be accepted. Applicants can create an account in GMS, find funding opportunities, and apply completely online through this system.

GMS Virtual Workshop, February 14

SRF will be hosting a Questionnaire Solicitation Workshop on February 14th from 1pm to 2:30pm CST. The workshop will cover the “how-to’s” of navigating to and through the GMS portal and questionnaire.

SRF Funding Focus for 2024

Drinking Water

  • Lead service line replacement projects*
  • Up to 50% loan forgiveness to communities
  • Funding can be used for inventories, planning, design and line replacement
  • Emerging Contaminants*
  • 100% loan forgiveness or grants to communities
  • Emerging contaminants include perfluoroalkyl and polyfluoroalkyl substances (PFAS), persistent organic pollutants (POPs), biological contaminants and microorganisms, pharmaceuticals and personal care products (PPCPs) and microplastics
  • Traditional facilities projects
  • Leakage problems, water quality, water storage, pressure issues, etc.

Clean Water

  • Emerging Contaminants*
  • 100% loan forgiveness or grants to communities
  • Emerging contaminants include perfluoroalkyl and polyfluoroalkyl substances (PFAS), persistent organic pollutants (POPs), biological contaminants and microorganisms, pharmaceuticals and personal care products (PPCPs) and microplastics
  • Stormwater and Green Infrastructure
  • Up to 20% loan forgiveness
  • Funding can be used for green infrastructure, water efficiency, energy efficiency and environmentally innovative activities
  • Traditional facilities projects
  • Asset management plan, addressing inflow and infiltration, new collectors & interceptors, rehabilitation of treatment works

Small, Disadvantaged and Underserved Communities Program

Rural Tennessee can benefit even more from SRF loans. These communities can receive between 20% and 50% loan forgiveness. To qualify the community must have either:

  • Population of 10,000 or less
  • Financially disadvantaged economic status based on the SRF Ability to Pay Index (ATPI)scores of 50 or less

*Entities seeking funding for LSLR or EC need to submit a separate questionnaire.

All communities seeking infrastructure financing loans for water infrastructure projects through SRF must submit a questionnaire to be ranked on the Priority Ranking List (PRL) for CW or DW. Applicants seeking funding must login to GMS and complete the DW SRF Questionnaire or the CW SRF Questionnaire in GMS. The questionnaires will open January 30, 2024 at 8:00 am CST and close on February 29, 2024. The SRF Loan Program will not accept paper or PDF copies of questionnaires submitted to Ask.SRF@tn.gov. They must be submitted in GMS by the deadline.
